There were Pac-Man wind-up toys, I know because I have one. On the one I have the mouth moves up and down, unlike the cheap looking ones that are shown here.

Wendy's had a toy tie-in last year with Pac-Man that offered a wind-up Pac-Man with several paper ghosts for him to munch. It even had a built in mechanism that allowed it to turn every other second. It was actually pretty cool.
