Anyone know if Gamestop, or Eb buy broken ps2 consoles to refurbish them and sell them used?

They buy broken stuff and sell it as used all the time. I've had to return just about every used system I've bought from them LOL . Honestly, they rarely test anything.
If you're looking to get it fixed there's some phone number to Sony I've seen floating around. Apparently they'll fix systems for the cost of shipping. I remember seeing threads about it on the Gamefaqs boards. You may be able to find something about it there.

See the thing is mine was one of the models more prone to break, and I got disk read errors contastly they already did repair it twice I figure it needs a new lazer rather then go thru thr hastle of getting it repaired every 2-3 months I went out and bought a new one, im just looking to unload of this old one

I've been thru the Disc Error thing a few times.
Sony will repair it one time for the cost of shipping.(If you are real persistent).
After that if your warrenty expires it is $120.00 plus shipping for Sony to fix it.
EB will give you a $100 trade in for a non-working PS2.
I have had my PS2 fixed for free by Sony(DVD laser). After 6 months the CD laser went out. I was going to buy a new PS2 untill someone on here told me about the EB $100 credit. I traded in my old PS2 got a new fo $80 and have been fine for 5 months. By the way, Sony still insist there is no problem with the PS2 lasers. x_x

I already bought a new PS2, I guess EB will give me 100 dollar store credit Regardless? if so Im gonna go in and buy alot of PS1 Snes and possible 1 or 2 used PS2 Games

is it hard to put in a new laser. i get that disc read error a lot too.
i was gonna tinker, but i dont know much about that kinda stuff.

I'd Advise Against that, unless you had a detailed map of the insides, atleast some knowledge of Electronics, And First and Foremost a Non-Metallic Screw Driver unless you really want a big electrical shock. If you bump, misplace anything or remove something your gonna mess up the whole ps2

Also, It May not be your lazer is could just be that your Voltage is geared more towards Dvd's or Cd's, thiers a guide about disc read error here: http://db.gamefaqs.com/console/ps2/file/ps2_disc_read_error.txt

these machines break constantly, but they really aren't that hard to fix either...unless the lense itself is scrathed you don't need to get a new lazer, you probably just have to adjust it's hieght and positioning and maybe give the lazer intensity screw about 1/8 th of a turn up...clean the dust out and it should work good again.
