Yeah, so this is a weird thing.
I just got High School Musical 3 Senior Year Dance! for the PS2 (*coughs*) in the mail but... this was a bit strange.

Despite the box being a black label version, the disc inside is Greatest Hits. It even has the GH bit in the SLUS and everything. Someone has (thankfully) posted scans of the cover and media here (http://www.covergalaxy.com/forum/sony-ps2/12123-high-school-musical-3-senior-year-dance-ntsc-u-cover-disc.html).
The person who sold me the game told me she got it in a dance pad + game bundle. And this is the weird part... I don't think the game even got close to meeting the requirements for Greatest Hits status (400,000 sold copies). I can't find a retail Greatest Hits box art anywhere.
So why does this thing have a Greatest Hits disc?

Have you ever seen a non-greatest hits version of the disc only online?

I found this auction.

And here's another one with a closeup of the black label disc:

It did receive Greatest Hits status:

Someone probably switched cases. Or perhaps the publisher never got around to printing a greatest hits cover, but still printed GH discs.

Hah, what do you know.
I'm guessing the publisher never bothered with GH packaging, like you said.
Thanks.

I thought of one more thing. If the game was sold as a giant bundle, then the person buying the package would never see the actual game case until after they opened it. Maybe that's why they didn't bother changing the game case insert, because nobody ever sees it at the store.

It was free? Well, that and I was curious to see what kind of a trainwreck this is.

I'm pretty sure this is the game Kmart could barely give away. I could've swore I saw something like a two dance pad bundle for $10 or whatever. Really don't remember... :(

Yes, the game is dance pad compatible.
And I saw pad bundles being sold for five bucks (with super high shipping) on eBay, so...
