I want to get a modded PS2 slim or even mod one of my own in order to have an all-region console to play my legally purchased imports on as well as domestic releases. However I am not sure what capabilities a modded ps2 entails. Does it allow PS1 imports as well as PS2? That's my main concern. Thanks.

Good modchips load PS1 automatic. Way old ones took messing with the reset button.
Similar to most consoles, PS2 modchips won't change its original region. You won't get things like switching the BIOS menu between NTSC/PAL or into more languages.
A multi-sync RGB monitor is useful for hardcore PS2 fans too. Because it defaults 50hz games to PAL color, and 60hz games to NTSC color.
Luckily modchips have some video forcing options for us not so blessed. :)

I haven't had any import ps2 titles to try but I use my softmodded slim with the psxlauncher.elf utility here:

And I have had great success playing import psx titles as well as psx backups. One must have a legit us game, push a button, and when it stops spinning, put in the import and push a button. Easy peasy :)
