I've never had a Dreamcast before and I have a couple opprotunities to pick one up on the cheap in the next few days so any info would be great.

It seems that by reading the emulation posts, the DC seems o be the best machine to run emulators on. Do they have to have a mod chip or anything physically to run these programs or do I need to find one with a certain serial number? or is it as easy as using a boot disk?

BAsically none of the above if you get one of the many "self-booting" emulators. The Dreamcast had no protection for standard size CD's, just the "giga-ROM" ones.
There are a few programs to help you make those discs, too, like Self-boot inducer and Dreasmcast Factory.

Just be sure to grab a DC that was manufactured on or before OCT 2000 and it will work fine with cd-r's. You can find this info on the bottom of the unit.

Actually, any DC will work fine now. Before games were being booted audio/data and only some dcs would work, but now data/data is being used and that will boot on any dc.

Ok... I finally got a DC last night but the kid had ripped off the sticker on the bottom. I was not going to buy it but they came down some more on the price and in his stack of games there were a couple of "backups". I took the unit home and tried to play the best looking backup (they were all scratched up) but it would not boot up. I decided to check the unit again by puting in Shenmue...everything is ok.

Question #1
If I take the Console apart, would there be any information inside that could confirm whether or not it will play "backups"?

We don't talk about backups here, just emulation of older systems on the Dreamcast. As far as I know now, any dreamcast emulator burned will work on any model. That being said, I'm closing this topic.
