All the multiple languages on the back makes me think it's from Europe maybe?

The languages are English, and French.

This is the US version SCPH-10060 u. The European version is SCPH-10060 e.

Any reason why you prefer the original PS1 Sony brand or are you price checking one you own? Any PS1-PS2-PS3 Svideo cable will work. I use a 3rd party SVideo cable and do not have any interference issues.

As far as value in the box, all depends on the die hard collector. Its not a rarity per say as a Duel Analog (not shock) or PS1 Flightstick.

I am checking one I own. Pretty much all the ones I can find are third party. I don't really see official anything for PS1 still sealed anymore.

Some third party companies really skimp out on the quality. Mad Catz are especially awful about it.

I don't know about PlayStation, but I know there is sometimes a huge difference in picture quality between the official Nintendo S-video cable and third party cables. I'd assume that PlayStation would be the same.

My PlayStation S-video cable is an official Sony one, but it was at least a decade ago when I bought it and I have no idea what kind of value it would have. It's obviously not brand new anymore either.

The cables are very well manufactured and are much better than generic ones. :)

At least in Japan, PS1 era s-video was SCPH-1100.

I'm not sure about the US but I found this potential clue.

It has a copyright of 2000 on it so it would have to be at the very very beginning of the PS2 release possibly just before.

I think I might've figured it out...

Early s-video cables are gray.
Later s-video cables are black.

That makes sense since the same AV connector works on both the PS1 and PS2. They probably wanted to cover both bases and make the later revision fit the color scheme of the PS2 instead.
