I love Micro Machines, The NES release is under-rated and one of the best games for the NES. It is a rare gem that plays great as a one player or two player game. Lately, I ran across some other great top-down racers and would like to start a list of "top down" for all the various systems.

I just picked up Mini Desktop Racing for the Wii. I've only played it for about 5 minutes so far, hard to control using the default control scheme but I'm assuming that can be changed. Looks like a decent game, if not it was only $1.99 :D

They both are excellent. Just stay away from the PS2 game called Micro Machines (black case). It was made by someone else and doesnt feel like a Micro Machines game.
As far as the V3, it didn't sell too well. I rarely saw it in stores. The V4 is newer and easy to find. Both games are great.
Oh, adding "Drive to Survive" on PS2.

If you've got an import-capable PS1, V3 sold well enough in PAL to become greatest hits, and it is for me the absolute highlight of the Micro Machines series. V4... I never really got into. It just seemed to take itself far more seriously than V3, which was pure, unadulterated silly fun.
That said though, Micro Machines 96 kept me entertained for absolutely hours. It kept me frustrated for hours as well, trying to type in the ridiculous 224-part passwords for the track creator.

Here's a more complete listing of the Micro Machines releases. This is the main Micro Machines series from Codemasters.
Micro Machines - PC, NES, SMS (PAL only), CD-i (PAL only), GB, GG (EU only), SNES, GEN, GBC (in Micro Machines 1 + 2) (great game on any platform!)
Micro Machines 2 - PC, SNES (PAL only), GEN (PAL only), GB, GG (EU only), GBC (in Micro Machines 1 + 2) (incredible game, but it's harder than the original one. The game is fast, so the handheld versions are borderline unplayable, I think.)
Micro Machines 1 + 2: Twin Turbo - GBC (this is a mediocre colorized collection of the two original GB releases. Link cable multiplayer, which both original versions had, is cut, so MP is single-system only. This game is disappointing, play the original (B&W releases) instead.)
Micro Machines: Turbo Tournament '96 - GEN (PAL only)
Micro Machines Military - GEN (PAL only)
Micro Machines V3 (aka Micro Machines 64, same game) - PS1, N64, PC, GBC (in 2d on GBC, but the base game is the same, and without that confusing 3d camera the other versions have, the game might actually be better overall!)
Micro Machines V4 (PS2, PC, DS, PSP)
Also, there's also:
Micro Machines - PS2, Xbox (PAL only), GC (PAL only), GBA (EU only) (this game is from Infogrames; it plays like the Codemasters one, but is unrelated. The GBA version is from Paragon 5, interestingly - that is, the same team as the pretty good Karnaaj Rally. Too bad it was only released in Europe on that platform, though the US PS2 version is okay.)
Then Supersonic Software, the developers of several of the Codemasters Micro Machines games, have also made several other games with very similar gameplay:
Dare Devil Derby 3D - PS1 (okay game)
Circuit Breakers - PS1 (the game plays from a 3/4 above the car viewpoint, so it's not exactly top-down, but the gameplay is classic Micro Machines-inspired stuff, just on walled tracks; good game!)
Mashed: Drive to Survive - PS2 (EU only), PC (EU only)
Mashed: Fully Loaded, aka Drive to Survive (US PS2 title) - PS2, PC (physical release EU only, world got later download release), Xbox (EU only) (slightly enhanced version of the above original)
Wrecked: Revenge Revisited - PS3, X360 (their most recent racing game, it's another behind-and-above-with-smallish-vehicles game like Circuit Breakers)

Quick question. I played Micro Machines for the NES for the first time yesterday (odd that this thread should appear). When the game starts up it is a pink screen, with a tiny bit of garbled graphics on the right hand side. This screen last long enough for me to get nervous, like 4 seconds. Then the game starts up.
Is this normal? Like some way of getting out of the licensing? And what is the port on the back of the cartriage for?

Since it's an unlicensed cart, they had to get around the 10NES lockout somehow. In later revs of the NES, they managed to defeat some of the earlier methods used to get around this chip. The switch is to circumvent those methods. As far as wrecking your NES, it shouldn't be a problem. The cart sends a voltage spike to the protection chip to disable it, but it has never, in my experience, wrecked an NES. I just disabled the lockout on my NES to get around it.

A couple of corrections on the list in the OP:
-Moto Roader MC for the TurboGrafx-16 (Japan only release) is a Super CD game, not HuCard. It should be mentioned that the game is a CD title.
-It's Circuit Breakers (for PS1), not Circuit Racers.
-Micro Machines and Micro Machines 2 for Game Gear are separate releases.
-You don't need to use the subtitle if you don't want to, but the GBC Micro Machines 1&2 is properly called Micro Machines 1 + 2: Twin Turbo.
-You didn't add Micro Machines (GBA) to the list. As I said, it's actually a version of the PS2/GC/Xbox Micro Machines game from Infogrames which only got released outside of Europe on the PS2.
-Mashed: Fully Loaded (Europe only release) should be listed for Xbox as well. Note that this is the same game released in the US as "Drive to Survive" for PS2 only.
-The first Mashed: Drive to Survive (Europe only release) should be listed separately for PS2; it's a slightly different game from the enhanced version we got. There's no reason to get it over the US Drive to Survive version, though.
-The NES version of Super Off-Road is one of the only home releases that keeps the "Ironman" Ivan Stewart license of the original arcade game. Pretty much all of the other versions are just Super Off-Road, not "Ironman" Ivan Stewart's Super Off-Road.
Also, how about collections? For instance, Super Sprint is on the Gamecube, Xbox, PS2, and PC in the Midway Arcade Treasures 1 collection. There's also a Spy Hunter/Super Sprint collection for the GBA that, as the name suggests, includes Super Sprint. Championship Sprint (its sequel) is on the GC, PS2, and Xbox as well in the Midway Arcade Treasures 2 collection, and is on PSP in the Midway Arcade Treasures: Extended Play collection. The final one of these, Midway Arcade Treasures 3 (for GC/PS2/Xbox/PC), includes three topdown racers: Badlands, Super Off-Road, and Super Off-Road Track Pack.
Also, the two racing games on the Odyssey 2 in the packin cart are both topdown -- that is, Speedway! and Spinout! of the Speedway!/Spinout!/Cryptologic! cart.
In addition, there's also Sega Master System (Europe only release), Atari Lynx, Game Boy, and Game Gear versions of Super Off-Road that you don't have on your list. Each version is slightly different -- the Lynx one shrinks everything to fit on one screen, for instance, while on GB and GG it zooms in and scrolls around. The GB version is single player only though; GG and Lynx have link cable support.
You are also missing Driift Mania for WiiWare. It's a pretty good single-screen topdown racing game, good stuff! A few more download-only games that you don't have listed include Bang Bang Racing (PC Digital Download, X360 XBLA), Little Racers: STREET (X360 XBLA, PC Digital Download), Super Laser Racer (PC Digital Download), and ThunderWheels (PC Digital Download.
On that note, I see that you don't list PC games, but there are quite a few topdown PC racing games too. To name a few more examples: Astro Rally (little freeware game), 3D Ultra R.C. Racers, 3D Ultra R.C. Racers: Traxxas Edition (enhanced version of the original; it's got everything from the first version, plus twice as many tracks and cars.), and the little racing game in the built-in games set that comes with the Klik & Play game creation software, Racing Line. Vangers: One for the Road is also technically a racing game, sort of... okay, really not. It's more of a confusing, top-down free-roaming mission-based driving game thing. It's also utterly bizarre.
Finally, Coolboarders for Neo Geo Pocket Color (EU/JP only release) is kinda-sorta a racing game. It's more of a hard isometric platformer than a real racing game, but it's kind of one.
I guess you don't count side-scrolling racing games, like Excitebike, Excitebike World Rally (WiiWare), or the Motocross Maniacs series? Have to draw a line somewhere I guess, and those are different.
Oh, and as for Rush Rush Rally Racing, I've tried it. It's an okay game, but know that your car is FAST in that game. It's in the school of games like Power Drive Rally or Thrash Rally or stuff like that -- very, very heavy on the memorizing. I like Micro Machines or Super Off-Road style topdown racing games more, myself.

I have made this a console only list. There are sooooo many DL games, it would take forever to figure it out. The ipad has a ton and so does the PC. I basically wanted it to be a console list, but if we want to add DL content for consoles, I will put that list on the bottom. I would prefer to have the best of the DL content noted, so anyone who wants to play the best of those games can do so without trying to figure out what games to buy.
Also, I was going to add the Midway Collections in it's own category like the protables are, but I might as well keep them in the console list. Agreed?

I got a lot of fun out of Circuit Breakers back in college, I've never even bothered playing it in 1p but two of my buddies and I logged dozens of hours playing it competitively.
If you notice the pause menu has an option for an expansion disc. The only thing I've managed to track down was an odd PAL demo disc (I think from a magazine) that would work for that. As far as I know it never received an actual expansion disc. Can anyone confirm this?

Rally King and Rally King SP on Retro Game Challenge certainly should count. As should the sequel that I'm guessing Retro Game Challenge 2 probably had in Japan.
I suspect there's many missing games here and I'll try to compare this with my collection later on since racing is my favorite genre.
But some easy omissions that are obvious and came immediately to mind would be the Intellivision titles Bump 'n' Jump (Also missing on other platforms, as are other vertically scrolling racers like Road Fighters and Monaco GP), Motocross, Stadium Mud Buggies (Also missing the NES port titled Monster Truck Rally), and the Racing Cars subgame in Triple Action.
Also looks like things like compilation and digital rereleases are missing here with games like Monaco GP, Super Off-Road, Super Sprint, Championship Sprint. and the already mentioned Bump 'n' Jump (Available in arcade form as a downloadable PSP Mini and as a part of Data East Arcade Classics on the Nintendo Wii). And Sprintmaster for the Atari 2600 has seen several releases in compilations (And if you want to expand it, to plug and plays).

Since we have a good list going, I was wondering what everyone's favorite games are....
My top 5:
5. Indy 500 (VCS) With a ton of options, this game is a blast with another person. Tag is a blast, plus you have the other options making this a top notch party game!
4. Micro Machines (NES) This game really had me hooked. I really liked earlier games like Indy 500 on the VCS and Auto Racing on the intellivision, but Micro Machines I LOVED!!!
3. Power Drive Rally (Jaguar) If this game had a two player mode, it would rate higher on the list. As far as a single player racer, this game is near perfect.
2. Rock'nRoll Racing (SNES) I played this game so much in the 90's, it fused to my SNES system. I wish it had more tracks/worlds, but that is nit-pickin'.
1. Micro Machines V4 (PS2) This game is so fun in 2 player mode. It has so many tracks and the head2head racing is a blast. We absolutely love the track called "Train Trouble" in the "The Loft". We have had races go on for 9-10 laps before someone dropped out. This game is pure fun.
I would have list Micro Machines V3, but V4 seems like an upgrade.
Anyone have a better list? I would love to hear everyone's top 5.

Just picked up "Drive to Survive" on PS2. It was made by the company who made some of the Micro Machines games....Supersonic. Haven't played it yet, hoping it is good.

I love Rally X, and it probably would fit the definition, but I was more thinking of actual racing games like Micro Machines. But...............I think it fits in the loose sense. It really is up to you guys.

This is a bit of a bump, but there's a whole nutha platform out there now worth mentioning - iPad/iPhone?
Although there is *a lot* of crap on there, there are some that can help fill the Micro Machines void.
There's a couple if blatant rips like Nano Rally (https://itunes.apple.com/us/app/nano-rally-lite/id325808350?mt=8) (but the controls are just horrible), there's even ones called Micro Machines Race (https://itunes.apple.com/us/app/micro-machines-race/id906277633?mt=8) and Micro Racer Machines (https://itunes.apple.com/us/app/micro-racer-machines-turbo/id676262480?mt=8) though they're so terrible it's funny.
However there are others that are less-rip-offy like Swing Racers (https://itunes.apple.com/us/app/swing-racers/id925659640?mt=8) (more like v3 and with a decent control scheme).

I see a number of missing titles. I'll try to go through my collection and make a list, since if it's a classic racing game, it's likely here. But to make a quick contribution, Motorstorm RC for the Vita and the PS3 is a notable modern example.
Also, due to the number of inclusions, I'd argue in favor for several Midway compilations to be included like Midway Arcade Treasures 3 (with Badlands, Super Off-Road, and Super Off-Road Track-Pack) and Midway Arcade Origins (with Super Off-Road, Super Sprint, and Championship Sprint).
And Championship Sprint saw a standalone PSN download for the PS3, which definitely should count. There have been a fair number of overhead racers via digital distribution on modern consoles and handhelds, like the two that I've already mentioned and WRC Powerslide.

I'll look through mine as well. Off the top I didn't see Dekoboko Densetsu on PC Engine CD or Hashire Hebereke on Super Famicom listed. I'll check my stuff, as I'm sure there's more. Also, don't forget the minigame in South Park: Chef's Luv Shack and Mary Kate and Ashley's Sweet 16... (yeah, too short, but they do rip off Super Sprint something fierce)
As far as a top 5 goes, I'm not sure on the order, but...

THAT game drove me bat-shit insane because of the 2 Sprint Games.
I tried for days to get the trophies in those 2 games, and I just cant do it. I actually invited friends over to play it just hoping they could get the trophies to pop but no dice. For both games i think you have to come in first three times in a row, but I just cant do it.
It drove me crazy because these 2 were the only trophies in the entire games I could not unlock, preventing me from getting the platinum.

The trick with those is that slow is fast. If you just keep the accelerator planted to the floor, you're not going to ever make it.
Smash TV is my sole missing achievement, while the rest were earned in short order. Plan to practice and get that someday to 1000 it, and then fire up the PS3 version of this collection that I bought new for $10 last year (Despite owning it for the 360, I couldn't resist). I want to earn Smash TV's trophy, and then all the other trophies in one day.
None of the other achievements gave me much trouble, so I think that would be a fun goal to go after on the PS3 version.

Would any of the RC Pro Am games be too obvious for this? Or the lesser known Karnaaj Rally for the GBA would qualify I think.

I am back(loooonnnggg sad story) and I updated the first post to list everyone's suggestions. I did not add the IPAD cuz it isn't a console and the limited top-down racers I played all sucked. :)
Also, is WRC Powerslide a UK release only?????

At least for Xbox 360, no, it isn't.
I demoed it and considered it off XBL in North America, but the addition of Mario Kart elements ultimately led me to not convert it to the full deal. It also saw a PS3 release and presumably, was available in North America.
I noticed recently that the 360 version has been delisted though (Unsure about the status of the PS3 version, but it's likely also gone now that Milestone has moved on and doesn't have access to the official WRC license these days).
