How did they come up with this number as the time limit for NWC 1990? Seems like an odd time limit.

Something to do with how many bits are in the time register in the cart. It counts how many frames or CPU instructions or something get executed (can't remember off-hand), and when it gets full it executes the game-over function.
Since the timer is binary, it's going to be an "odd" amount.
