i know Edward Randy: The Cliffhanger would have enemies in some stages (most particularly the boat and car chase scenes) being thrown into the background (i'm not sure though since it's been a few years since i've played this on mame).

I believe you can bash enemies into the screen in the original Splatterhouse.

I was thinking this too, but isn't it only Bowser who throws into the foreground?

Nope, only in the 2010 remake:

In the original, you just splatter them back into the opposite wall, like so:

However, in Splatterhouse 2 (Genesis), the destruction of the third stage boss causes blood to splatter forward, all over your screen. And in an amusing take on the whole "splatter them into the wall" thing, if you successfully get the oar while you're crossing the dock at the beginning of stage 4, you can hit the Deadmen and they go flying waaaaaaay back into the lake. I laughed my head off the first time I saw that.

Fatal fury on neogeo. In fact quite a few neogeo games had this feature.

You only missed it if you didn't play the 2010 PS3/360 game. Some parts of certain stages shift to a 2D perspective, as an homage to the original games. Here's a look at some of the others:

Klonoa (PS1) allows you to throw objects into both the fore- and back-ground.

I'm pretty sure that The Ninja Warriors (SNES) has this as well.
