Playstation 3 wireless controller reference tool

i recently pick up two ps3 wireless controllers, on the back it is marked reference tool, also when i charge it, the ps logo on front of controller light up red, what was this controller use for and what is the value of it? thanks

The are for use with the PS3 Reference tool which is pretty much a PS3 debug/dev unit.

No clue on value.
