Found this today in a bag of sega genesis games, never seen one please tell me what this is. I know Contra and Double Dragon but is this some sort of bootleg?

That's most definitely a famicom pirated multicart, which is likely (but not certain) to contain the NES versions of Super C and Double Dragon II. The only way to find out for sure is to play it.
