Neo Geo CD won't spin

It makes a clicking noise, perhaps even a grinding noise, and then stops. It won't read either NGCD discs nor music CDs. I tried holding down the little switch on the inside that tells the system whether the tray is open, and even poked and prodded the lens with a cotton swab. Any ideas on what I should do now? How can I methodically check off what's wrong until I find out what the problem is, and then fix it?

Try checking the height of the spindle, I fixed a Neo Geo CD that wouldn't read discs and it turned out that the spindle had been pushed down so much that it wouldn't even spin the disc.

^ What he said. When putting new spindles on stuff like the PS1 "those things broke to crap" I always used 2 playing cards to put between the bottom of the spindle and the unit itself so that it was close to being flush but still had space to spin and not rub together. I am sure there is an actual spacing tool for that but whatever.
