I definitely think he has the right voice for it. In the video in the link above, after the 10 minute mark, he talks about doing it.

I've hated david hayters voice in every single metal gear solid game after the first one, its like he's choking down gravel, literally anyone other than him at this point would have brought a smile to my face, but kiefer sutherland, that threw me a curveball, he's fucking perfect!
