There are a lot, but it's late and I'm not an expert on SNES games. One that can think of off the top of my head is Ninja Warriors. I think it's a pretty decent side scrolling beat em' up that was mostly overlooked.

Yeah there's a good list of them, problem is some of them that are tradtionally underrated and uncared about are the shit people want now they're driving into the $50-300 range for the damn cart alone unfortunately. You got things like EVO, Hagane, Wild Guns, Metal Warriors, Ninja Warriors, Mega Man 7, Earthbound(fanboy pool aside many aren't aware of it), Captain Commando, Final Fight 3, King of Dragons, Pocky & Rocky, Demons Crest, and others.
Some really nice underrated gems still fall in the cheaper category thankfully with stuff like UN Squadron, Final Fight 2, Sunset Riders, Ys3, Street Fighter Alpha 2, Kirby's Dream Land 3 and Super Star, Rock n Roll Racing, (either) Lost Vikings, Blackthorne, Indiana Jones, Magical Quest Starring Mickey Mouse, Act Raiser, etc. There's plenty, just hit up snesguide.com and watch some videos.
Uniracers (Unirally in PAL), excellent underated classic

Super Tetris 2 and Super Tetris 3 are solid Japan games mostly in English.

Michael Jordan - Chaos in the Windy City
Don't be fooled into thinking this is some kind of trash game by the title. It is a platformer like no other. Highly recommended.

I don't know how popular of an opinion it is, but I quite like the Spawn game. The presence of fighting game-like special moves makes for some interesting puzzles, and it has great music and pixel art.

The Peace Keepers, although iirc its one of the games whose price has skyrocketed as of late
