There's this guy who is selling a Phat PS2 with network adapter and games for $45.

Yep network adapters are 15-20, games would go for at least that. So yeah its worth it. throw a hdd in there and your all set.

Network adapters are worth around $5, maybe $10 if sealed new. If you need the games it's worth it, otherwise probably not as none of the games stand out as valuable or easy to sell. Keep in mind PS2 consoles are cheaper in Canada than in the US and if you try to sell it online, few people in the US would be interested because of the higher shipping costs and cross border "hassle". If you mod the system in some way after getting it maybe it would be worth more, I don't usually deal with modding consoles so I don't really know about that.
Plus the seller says the games all work, but doesn't say anything about the console working. It is mentioned that the video cable is missing so add the cost of that onto it, if the console works.

I don't need any of those games, sorry. I don't know where to get PS2 hard drives, I've never come across any systems with them. All I've ever come across were those network adapters, I got one with a system and was excited after hearing lots of people saying how valuable they are, but I couldn't get much for it. I just kept it bundled with the system. I later came across a brand new one for around $10 but didn't bother buying it.
You can ask if the console works, you might as well. If it's missing the video cable I'm not sure if they guy even tested it recently. It's really the cheapest/easiest part to replace next to the power cable, much easier to find compared to the N64 AV cable. I don't get why he didn't bother to get one to include with the bundle.

I found an used IDE 80gb HDD. Can I format the drive using my PS2? I don't have a computer with IDE ports

You need to google FMCB and get that installed onto a memory card.
