Whelp, judging by the Japanese text and the Japanese catalog number, I would wager that yes it is the standard Japanese cart.
It is worth about $5-10. More or less depending who you find to buy it.

If a label has Japanese text on it, its safe to assume its the Japanese release. $5-10 as Koa Zo stated.
