This is a game that I'm wanting, but we never got a release here in the states. What would be the best way to go about getting a retail release of this game? Would the European PAL release be a better idea than the Japanese NTSC release?

Japanese, European version has the music sped up by 50% when played on a NTSC console. Or a repro of the US prototype.

There's a patch that should work on the Euro and US Proto versions to change Winston's coloring from green to brown.

Also a hack that does the Winston fix and a number of other improvements.

However I would look into a repro as Parodius said.
