I would wager that this is most likely an early prototype controller. I doubt dev kits or those hotel things would have such a different controller. Because with dev kits they wouldn't be able to develop for the actual controller that way, and at the hotels they wouldn't be able to play all games.
So yeah, as far as I can tell, it's a prototype.

Not hotel, as I believe the hotel systems (LodgeNet) were still running N64 games (or maybe even SNES games, if that was during the development era.)

Cool. Thanks for the pics. I remember coming across info on these hotel controllers before. I believe they used telephone cable for their cord. This definitely clears it up.
It most definitely is a early dev kit / prototype controller. It is wild to find it.

I can confirm that as of the last time I was in a hotel with Lodgenet Video Games, it was still offering N64 and SNES games, this was maybe 4 or 5 years ago. I always wondered who the hell was paying to play that stuff? Probably the same people who order the $16.99 porno movie.
