Anyone recognize/remember this game? Help needed

Hi guys. I need your help to remember this 8 or 16 bit game from years ago. These are the things I remember:

Major clues (most likely correct):

- 8 or 16 bit
- Skyscraper intro (scrolling)
- Multi-directional top down shooter (you control a guy)
- Corporate setting (I think I remember some guy in business suit giving you mission)

Minor clues (might be partly my imagination)

- Buildings in the opening are silver/white
- Business guy is wearing a white suit and has dark hair.
- A railway was shown after talking with the business guy or the railway was seen behind his desk from a skyscraper window.


Any idea on this? There must be someone who knows!

Thanks for the help guys, but it's none of those games. I have no idea of the system (gut feeling says it's some Sega). I updated the first post with some hollywood level stuff.
Anyone got a clue on this?

I'd guess SNES Shadowrun.

Genesis Shadowrun was my first guess, but it could easily be either.

Merry Christmas everyone! I checked out the games mentioned above and Shadowrun is pretty close but it's not the same game. The opening is really similar, although I'm not sure about the bad weather in the real opening anymore. I'm pretty sure the buildings were silver/white. The business guy who you're working for is wearing white suit and has dark hair. A railway was shown after talking with the business guy or the railway was seen behind his desk from skyscraper window. I might have this wrong though.

I thank you guys for help and keep guessing if you have the willpower, however it's not the end of the world if we can't find it. I'll still try to go through some retro top down shooter lists and see if I get lucky.

Not a top-down shooter, but Golgo 13: Top Secret Episode has scrolling skyscrapers in the intro and guys in suits giving you missions in subway stations...
