What's up? I got one, somehow my wife got 2. How do you get them and how do you USE them?

You get them for buying things at Nook's shop. Take them to Nook's on the last day of the month, he'll be having a drawing. For every 5 tickets you have you get a chance at winning an item. Some items in the game can only be gotten this way, including a painting of Nook himself ;)
