NES powers on intermittently

I've a NES (I'm working on six at the moment) that powers on intermittently. It takew 4-8 clicks of the power button to make it turn on. Once it turns on, it's good, though. I've tried a different known to be working power/reset toggle switch and it gets the same results, so that isn't the issue. Is something loose or going bad?

Could be a bad solder joint, could be a bad voltage regulator, could be a lot of things but it sounds like an easy fix.
