While the Capcom classic beat-'em-up game Final Fight was in the development stage, is it true that one of the playable characters, Mike Haggar, was originally supposed to have been inspired by the Rolling Stones' Mick Jagger before the final changes were made (re-depicting him as a mayor) so as to avoid potential legal battles by said musician?

The name, maybe. I have wondered if he was partly inspired by Mike Hammer.

I wouldn't be surprised, since M. Bison (in Japan, who was renamed to Balrog in the West) was a clear reference to M. Tyson.

^The funny thing is, Vega actually sounds more like Spanish than Balrog does(at least to someone that doesn't live in a Spanish country). The renaming actually works out, as confusing as trying to sort it out between regions must be.

As for Haggar, appearance wise, he always seemed to have more in common with Freddy Mercury to me. Just a lot larger/more muscular.

The Mike Hammer thing might also apply since he seems to resemble Stacy Keach, Sr. (the man behind the revived version of the TV series' lead role)

I'd say that would make him based on MMA fighter/Pro wrestler Dan Severn, but he didn't really become known until the mid 90's, well after Haggar.
