I'd like to snag a PAL version of Dynamite Headdy to play on my North American Genesis, but I have no idea if it will work. Anyone have any experience with this MegaDrive cart playing on a Genesis?

According to GameFAQs, it is region-locked but can played with a Game Genie and code (N2BT-AA5N).

You're getting the same data. US and Europe rom dumps are identical.

I can't personally verify whether or not Dynamite Headdy needs a code or not (it would seem odd for such a late game to not have it), but I don't it would be impossible to create a region-locked game with multi-region ROM by testing for NTSC/PAL and check if it matches what the region setting is.
Just a thought, I can't test this as I only have a NA cart and console, and I don't think emulators allow the TV type to be changed apart from the region (probably because it's not a very useful feature).

Usually no. I'm not sure how tough to include the rare JPN 50hz is.
Gens is one emulator that allows it.
