Japanese Mega CD parts go where?

I picked apart a Jap Mega CD 1 to replace the belt, and it seems to work fine now.
But I have two rubber feet (transparent kind of) that I don't know where to put. I really have no idea.
Does anyone know? Or suggestions? I am clueless.

I also have a metallic thing around 7cm that is bent on the middle, that probably needs to be somewhere. Help?

I have tried looking around but my system doesn't look like the US systems in the video and tutorials. For one thing, I don't have that metal case around the right side board.

Sometimes when I turn on the CD, the drive makes a rather nasty sound, like a wheel turning the wrong way being stuck. Could this be because of missing parts? I think it tries to move in the tray even though it is already in.

Update: Also, I have found another problem!!
The audio in night trap , there should be a wind noise constantly going, but all I hear is a like a du-du-du-du sound. I have replaced some caps with no improvement. You can check gameplay video here: https://www.youtube.com/watch?v=4b0pvIRB5EA
