I remember seeing this game at my mall arcade all the time. It was between 1997 and 1999. I thought it was an After Burner title, as the arcade was known to have Sega titles. However, this game featured primitive polygonal graphics. I am almost certain that it was nonlinear as well, with battles taking place over cities. Unfortunately, I never played it, and do not know the developer.

Sega made a game in 1994 called Wing War. There were stages that took place in a city and it was pretty much non-linear arena style combat. I think all the cabinets had atleast two seats though so if this machine didn't have two seats then it's not it.

Longshot but it could also have been Sky Target, which is essentially an After Burner game.

I don't think it's any of the above listed. I could just be remembering wrong.
