Is there any known reason PS3 distinguishes between its standard region mark (1/2/3...), and the relatively rare ALL?
It doesn't mean every language edition of the game is included on disc. While Persona 4 Arena is like the only disc ever to enforce anything.

I've seen ALL on few US games.

Tears to Tiara II
Final Fantasy X/X-2
Tales of Xillia 2
Uncharted (some versions)
Uncharted 2 (some versions)
Uncharted 3

IIRC, reading something recently stated that MOST PS3 games are not region locked and can be played on any PS3.

That's true, but patches typically are region specific. For instance if I fire up a copy of Gran Turismo 5 from the UK and try to patch it while logged into my North American PSN account, it won't work.

But perhaps they've tried to streamline the patching process for some of their large AAA releases so that the same file can be uploaded worldwide for all region versions of the game, rather than region specific patches which are the norm on the PS3.
