Xbox one combing / deinterlacing issues?

I notice "scanlines" in the background of my xbox one games... And when i watch hulu (especially wrestling/ fast action) i notice a lot of combing. Anyone know what can be doing this?

I have it on 1080p hdmi.

I had something similar on my PS3 on top of having random pixels flash different colors at random too and turns out it was a bad HDMI cable. guess it was old and couldn't handle 1080p real well, 720p it worked fine on but I did get it at a thrift store

Ive tried switching hdmi cables and even different hdmi slots on the hdtv and still same thing
