So I got mario rpg from ebay awhile ago and when I try to play, it looks really glitchy and sometimes freezes. I took it apart and cleaned the gold part of the cartridge but it still looks the same. I have notice that the green part of the cartridge (don't know the proper name for it) looks a little dirty which ill post some pictures so y'all see what i'm talking about, plus its kinda sticky. I kinda have the problem with tiny toons adventures on the title screen by the way.

sounds like flux to me, usually left over from manufacture, but if your worried about it I would use a electronics cleaner like this:

https://www.radioshack.com/products/precision-electronics-cleaner?variant=5717905605
or something called PCB cleaner. the radio shack one is the same thing really, they usually have a little brush you put on the end of the nozle

PCB, that's the name of the green area or the board in general of the cartridge

While cleaning the pcb hopefully helps, you may check the pins in your cartridge slot. A friend of mine had a damaged pin in his SNES a few years back that caused similar problems.
