I wanted to know if anyone is familiar with test cartridges to make sure your buttons, D-pad, analog all work. I Googled it and it looks like some were made by Nintendo. does anyone know of any homebrew company that made these? doesn't seem like something that'd be very difficult to program.

There are definitely homebrew for testing peripherals in addition to official test media.

I've actually used them regularly in emulators to verify my DualShock3 pad is working appropriately in Playstation and Dreamcast emulators as I mapped the L2/R2 analog buttons each to a half-axis and that type of configuration doesn't always play nice with all software.

For example, there is the Dreamcast DJ Controller Test:

If you're interested in anything specific, I can check what I have and see what I can link you if you there is a specific system you're interested in.

I don't have anything for the Gamecube, Xbox, or PS2 at the moment.

Here is a link to homebrew/Public Domain NES and Genesis (and Playstation, because why not): https://www.sendspace.com/file/tay5zh

There is homebrew N64 test rom available at the following URL, but I can't get it to run in the latest Project64: https://github.com/sanni/controllertest/tree/master/N64-Port

Finally, here are the rom names of official test media which I can't link here due to copyright, but I'm sure you could find on Google.

NES (Official):
HVC Kensa Cassette Controller Test (Japan)
Nintendo World Class Service - Joystick Test Cartridge (USA)

SNES (Official):
Controller Test Cassette (Japan)
SNES Burn-in Test Cartridge (USA) (Rev D)
World Class Service Super Nintendo Tester (USA)

FWIW, Space Megaforce on SNES has a built-in controller test screen in the options menu. I just used it last week to test a bunch of controllers. About half my stash had problems, but fortunately just by swapping boards/cords among those, I was able to get half of those working.
