Were any games regional releases back in the day?

I recall one of the Copa games on the SNES only being released in the southwest part of the U.S. are there any others like this that only came out in major cities or in select regions?

(just taking about U.S. releases, not European or Japanese games)

Was the TG-16 ever released in the U.S. outside of big cities.

I would say that any game that isn't overly common was regionalized in some way, not every game would have got a wide release.

I heard that Chavez on SNES was only released in the southwestern US.

I remember seeing Turbo Grafx for sale at Lechmere (and I think Sears) back in the day in southern New Hampshire. Not big city at all. Never saw Neo Geo AES for sale anywhere though.

Some pre-crash games have only shown up or are only known to have been sold in certain parts of the US, notably Air Raid, which AFAIK appears to have been confined to the Southwest & Texas.

Super Cobra and Tutankham on the Intellivision seem to have been exclusive to Canada and Europe, though some copies may have filtered through to border states.

Air Raid was made by a company called Men-A-Vision, which some people think might originate in Mena, Arkansas, which would make sense considering where the games have been found. Supposedly somebody from that town came forward and said he made the cartridge shells there, which sounded dubious. I never went deeper into the story to see if that was debunked.

I could swear that at a Best Buy, I saw Jade Empire for the original Xbox with an orange tinted background and a small blurb on the cover denoting that it was a Spanish language version of the game. I've never heard any other mention of it since, and have never seen it again. I would assume that because so many people in Texas speak Spanish that it would only be published in Southwestern regions that have large hispanic populations.
