I know this space is usually about older hardware, but I wonder if someone could help me out and let me know if this is normal for an Xbox controller. Is it a busted d-pad?

Left, right, and down all sound sharper and slightly louder

Up is softer, distinct from others. Maybe ever so slightly softer to touch than other directions, but not much.

I've recorded a little video showing the difference in sound: https://vimeo.com/645239563

Is that an Xbox One Pro controller?

Typically, at least on my Xbox One 1708 model pad, it shouldn’t go “click” in any direction. At least not historically with pads. Maybe a bit of a muffled “thunk” sound but not a loud click. That’s drive me nuts playing 2D games with the crosspad!

Has it always been that way or did it just start?

Has it always been that way or did it just start? Thanks for the response. It's the standard Xbox Series controller with that "plate" d-pad style. It was like this since I first opened the box :-/
