Paypal Charge Back

I need to try to charge back someone who hasn't provided ebay merchandise.

I can't seem to find out how on Paypal's site. If I don't receive stuff, what am I supposed to do?

Sorry to sound like such a noob, but I've had well over 100 ebay transactions and never had this happen.

LOG on to Paypal
Click Security Center on bottom of page
Under for buyers click - Buyer Complaint form
click continue
Enter PAYPAL Transaction number
