How am i suppose to hook the metal clips into the genesis and the 32X? any help would be great.

You don't really need them... they are supposed to prevent electromagnetic interferance, but they were something the FCC made Sega add to the 32x and generally aren't needed. Stick the 32x straight into the Genesis and play away!

I'd use them. If you look at the 'cartridge' neck of the 32X you'll see metal tabs along the surface which sort of indicate a grounding is going on. It's all up in the air as to wether they prevent the system from shorting or interference, but it doesn't hurt to use them either.
Since I opened my big fat mouth I may as well try to provide some tips. Hold the clip at a 45 degree angle and insert it into the slot, slipping the bottom tabs underneath the flaps with the rounded top edges up and out. These should slip over and along the inside edge of the cartridge slot and then hold open the flaps.
