My guess is where they plug the controllers in...but is that serial port (or at least some kind of PC port) at the end of the boards?

What makes you think it is Game Cube? Since it says dolphin it must be N64, my guess is it's a controller test thingy. :-D

Dolphin was one of the code of the N64 when it was in development.
