Of the 247 official DC releases in US (I don't think Sega Swirl is considered regular release), I've checked the total of 18 Sega All-Star releases

Crazy Taxi
House of the Dead 2
Hydro Thunder
Marvel vs Capcom
NBA 2K
NBA 2K1
NFL 2K
NFL 2K1
NFL Blitz 2000
NHL 2K
Power Stone
Ready To Rumble
Sega Bass Fishing
Sonic Adventure
Tony Hawks
Virtua Tennis
World Series Baseball 2K1

Did I miss any of them? BTW, which is the rarest of all, I'm thinking it's Marvel vs Capcom or Power Stone, it's nowhere to be found anywhere, not even half.com, I've only seen regular release.

Your list looks complete to me. As far as rarity, you're spot on there also, as MvC (while not terribly rare) is the the rarest of the SAS releases. Hopefully if you missed some, another kind soul may drop by and let ya know, but it looks good to my ignorant eyes.

Are these different releases than the original games?

Is there a difference in cover art and is there any pictures?

Marvel vs. Capcom will be the toughest to track down in the all star case. I worked at a Software ETC. and have seen the game. I believe I saw it being sold at Shopko, but our used Dreamcast section, when we had it, sold it for about $17.00 or so. I wish you luck finding it!

I work at ShopKo and I've never seen MvC All-Star at my store (we have regular ones, even tons of MvC2), although I have seen it at Walmart (at that point I never thought I'd be collecting so many DC games).

Griking: Back in 2000 holiday season, Sega made SAS releases at $20 (just like what Sony did with Greatest Hits release with green spine) to get budget gamers into Dreamcast.
