It was used for holding games that you could purchase at a convenience store in Japan with a service called Nintendo Power. A blank cart is pretty useless now, though, as the service was discontinued.

These do pop up with games on them from time to time. Not a bad idea. Sega took it a step further with the Dream Library --PC-Engine and MegaDrive games for download. 300 yen for 3 days.

i lucked out when i got my sfc memory cassette- it had 4 games loaded onto it even though the seller listed it as new in the box! if you're a collector, a blank cart is cool to have just for the hell of it, though... :D
