Both the first Sonic and Smash Brothers DX for Cube has English language options. Rock 'n Roll Racing for SNES was not translated at all when released in Japan (it's all still in English).

A lot of the menus for games are in English, while the actual dialogue is in Japanese. This happens a LOT with shooters and action games. Here's a few I can think of:

Isn't Metal Gear Solid Integral in english?
