Is USPS Delivery Confirmation enough to satisfy Paypal if a person claims that they never received a package and asks for a refund?

I notice that when you look up a Deliever Confirmation on the USPS website it only says if a package was delivered or not and not where a package was delivered to. It also doesn't require a signature so basically the package could have been delivered anywhere.

So is D.C. suffecient and if not, does this mean that I need to ship via UPS or Fedex to be protected?

Yes, it is sufficient. Because once the package is delivered, your end of the bargain is done, whether it went to the right address or not. Problems with delivery such as someone else took the package other than the recipient is a problem for the post office and not paypal.

This may sound dumb, but what if someone just sends it to someone they know next door or something? XD That's probably something no one would do but we seen the weirdness of ebayers...

The Delivery confirmation adress is supposed to match the PayPal confirmed address.
