Romshare comes and goes. It seems to be up right now.
There's also MAMEfans.

they should have everything you need unless you want mame roms. they make you pay 30$ to have access to the mame roms, but everything else is free.

mameroms.com has pretty much everything mame, and done nicely, no lame pop-ups and they even give you a direct link to whatever parent rom(s) you may need. fast to boot.
