I would think that they are VCD's, but they'll play on stand alone DVD players. He says these don't! Any idea what these are?

My guess is that they're MOV, AVI, or similar files burned onto a DVD-ROM disc. Playable in a computer with the right program, but not with a DVD player. My guess is that they're just better-quality CD-ROMs with these burned files. Not a DVD. Sorry.

I'd guess just a standard mpeg or mpeg-2
He probably burnt them as a SVCD or CVD and did it wrong and it won't play in a DVD player. But they'll still play in a computer.
