There's still such a beast! Take a look at the link above (Official Collector's List)!
Instructions for getting on it are on the list itself.
I'm starting to dig into the site details in this overhaul. One of the things to update soon is that Collector's List. So get your name in soon to be part of that next update!

Wasn't the Collectors List supposed to be in the Collector's Guide?
