Is this "illegal" or not? I'm seeing this on more and more auctions.

I have seen it as well. I dont believe it is illegal.

It's not illegal, but it is against E-Bay rules.
Report him and the auction will get cancelled.

The only auctions it's acceptable for are UK auctions. It's "technically" ok through eBay & Paypal and won't get pulled

Surcharging for all PayPal payments is prohibited outside of the United Kingdom. According to our User Agreement, sellers residing in the United Kingdom and listing items for sale on a UK-based website may impose a surcharge, but only under the following conditions:

* Both the buyer and seller reside in the United Kingdom
* The purchase price is paid in Pounds Sterling
