I guess all final bosses in fighting games are all cheap in some manner, but I'll list as many as I can think of.
Michael Bison (or Vega, as the case may warrant): Street Fighter 2
Geese Howard (Fatal Fury)
Mr. Karate (Art of Fighting)
Akuma (Super Street Fighter 2 Turbo)
Rugal Bernstein/Omega Rugal (King of Fighters 94, 95, 98, and 2002)
Leopold Goenitz (KoF 96)
Orochi (KoF 97)
Krizalid (KoF 99)
Zero (KoF 2000/2001)
Igniz (Kof 2001) :grrr:
Amakusa (Samurai Shodown)
Mizuki (SS2)
Zankuro (SS3 and 4)
Carlos (Daraku Tenshi: The Fallen Angels)

Here's one to add to the list: Magneto- X-men Children of the Atom.
Hes really cheap since his moves do insane amounts of damage.

Ok ok, after some reflection, I take back what I said. Not all bosses are cheap, take M.Bison for instance, he's not really cheap, he has quite a few moves at his disposal....he's just amped up...in the hands of a human opponent, in say SFII:CE, he's not even half as cheap as some of the regular characters in that game, such as Guile...who is more cheese than cheap. What is the threshold in which a boss is cheap, as compared to just being amped up in the hands of the AI?

Ohyeah I have to add IMO the cheapest of the all...

Abyss (especially his second form) in Marvel vs. Capcom 2 is incredibly annoying... he's not really that hard, except that you're forced to use some stupid pattern to beat him (ie, pick a "beam" character and just blast the hell out of him). Plus, his laugh is incredibly obnoxious, and he keeps laughing constantly through the entire fight.
Goro from Mortal Kombat... I don't think anyone can really argue about this one.
Gill from Street Fighter 3 was pretty ridiculous too.

The Darth Maul rip-off from DOA 3 is one I can think of. He seems so out of place with the other characters in the game. The camera perspective for that one fight is nothing like the others, and his use of fire attacks and lightsaber to constantly knock you down gets old fast.

M. Bison is probably the most fair fighting boss in any fighting game...except for the psycho charge into a throw (which can be avoided).
I still remember fighting Rugal in Capcom SNK 2. Having never fought him in any of the KoF games, that was a cheesy surprise lol Luckily, i out cheesed him with the Blanka ball he he he

I don't know... M. Bison at the end of Street Fighter Alpha 3 was pretty bad... he had moves that "normal" M. Bison didn't have, including a really nasty super that you couldn't air block, came out instantaneously, and did about 60-70% damage... so if he had a full super meter, you didn't DARE jump! He had some weird uppercut move that got annoying too.
Another two I really hated were Shin Akuma and God Rugal at the end of Capcom vs. SNK 2... Everyone else in the game were completely pushovers, then these guys suddenly teleported thorugh you constantly and threw you from behind. You had to use some pretty crappy patterns to beat them.

Since you brought up Mortal Kombat. That Half man, Half horse Boss in Mortal Kombat 3 is a ROYAL pain in the Culo @_@ The only way to beat him is to use combos. Every projectile you throw at him, bounces back at you.

Not so. As with *every* MK boss, all you have to do is abuse the jump-in high kick. Back when the MK games were new, I invested way too much time in them. So, I ended up beating each game with every playable character, which confirmed the jumping and kicking strategy. Just be sure to include the approriate amount of ducking and blocking between jumps, and you'll be fine.
Also, in MK2, the bosses are ridiculously easy with Kitana. Just keep luring them into that wave thing that lifts them up in the air, then hit them with your choice of attack (I enjoy the fan throw). Those fools never learn.

Here I must point out the Guilty Gear series. Justice, the boss of the original game, is a massive, vaguely Evangelion-esque "gear" that periodically launches a screen-sweeping laser and other attacks that are all but impossible to avoid or anticipate. Guilty Gear X has Dizzy, a final adversary so brutal that, as D. F. Smith observed, she'll often kill you before her stage's background music begins in earnest.
Guilty Gear X2 actually raises the stakes with its story mode, where the last enemy you'll face frequently has regenerating life and overpowered versions of his/her regular moves. The game had me seeking out the storyline routes that wouldn't leave me in a slaughterhouse of a final match.

Yes, but ithe jump kick doesnt always work on Motaro. If he blocks it, he will grab you regardless if you are blocking or ducking. The jump kick might work for 1 round. And if you win that round, the computer is going to put it on you bad on the following round. Also if you duck, he would Mulekick you.
And the move you are refering to with Kitana is called the fan lift. Yep, the easiest way to beat the bosses. Especially Kintaro in MK2. I love to use Shang Tsung myself.

I've heard some real cheapos here. Let me just list some more that I agree upon, and this includes some characters that you guys have mentioned:
Michael Bison: Street Fighter Alpha 3 (You gotta admit he was cheap in this game, right?)
Juggernaut and Magneto X-Men: Children of the Atom (Juggie can take a friggin' girder and flog you to death, not to mention his headcrush. But Mag's Force Field, making him absolutely invincible... geez. Let's not explore the pain brought on by the Magnetic Shockwave. :eek 2: )
Gill: Street Fighter 3 (I hated the SOB when I first played SF3. That Resurrection move... God. It doesn't get much cheaper than that.)
Goro, Shang Tsung, Kintaro, Shao Khan, and especially Motaro: Mortal Kombat
Onslaught: Marvel vs. Capcom (Seriously. He can't block, but his two forms and massive power more than make up for that.)
Oh, and one that no one mentioned yet...
Fernandez (or Fernandeath): Waku Waku 7 (Please don't let his cute look fool you. Pay more attention to his great size, his fast and powerful attacks, and his HaraHara attack, which has absolutely NO delay in getting the move out. Unblockable, and it takes of three-fourths of your life. What a bastich! :angry:)
The next fighting game I'm going to get is Capcom vs. SNK 2. I've heard that Shin Akuma and God Rugal Bernstein are both utter bastards, particularly Rugal. Also, who's the true final boss of Guilty Gear X2? Is it Justice? I'll get these games someday. They're both on my Christmas list. :D

Shin Akuma and God Rugal are freaking hard until you learn the secret.
Go all projectile team- Ryu, Akuma, and SAGAT!
Keep throwing out crap and do some specials. If you can do Akumas Raging Dragon, and he will be dead.
To bad Shin Akuma reaalllyy sucks when you play as him. He takes WAY to much damage.
