Mario Kart: Double Dash downloads

I originaly posted this in another thread but I got no response. So lets try again:

I have heard that one can download some extra tracks from online.

Is this true?

If it is, does one have to be online to play the new tracks?

If not, can the tracks be downloaded to a memory card or cards?

If not, can I hook my camecube to someone elses internet connection or does the connection require the camecube that it was registered with?

I am trying to figure out if I can get the rumored tracks without having an internet connection.

I don't think so.

THe only downloadables at nintendo.com I see are icons, wallpapers, etc etc

I'll do some more looking tonight, but seeing as though Mario Kart: DD isn't officially an online game, I doubt Nintendo would be making ANYTHING for it that would promote that notion.
