Sega Saturn technical problem

...and it appears to be a lens problem at that. It whirrs about slightly when it shouldn't be. This is definitely a problem during video and it starts to skip. It's a persistent problem, but sometimes the thing will act proper. This also seems to cause the occasional loading struggle. Can anything be done?

This belongs in the Restoration Society.

Try cleaning the lens first. Use a Q-tip, and some isopropanol, and distilled water. Dry it with the other end.
