What exactly is border down about? I can't seem to find anything on the net about it.

Border Down is a horizontal-scrolling shooter. Very good game, although it's awfully expensive.
My recommendations (in no specific order): Street Fighter Alpha 3, Soul Calibur, Crazy Taxi, Sonic Adventure, Super Magnetic Neo, San Francisco Rush 2049, Vanishing Point, Bomberman Online, Grandia 2, Record of Lodoss War, Looney Tunes Space Race, Wild Metal, Chu Chu Rocket, Virtua Tennis, Tony Hawk 2, Rayman 2, MDK 2, Capcom vs. SNK, Jet Grind Radio, NHL 2K2, Quake III Arena, Unreal Tournament, Half-Life (You'll have to pirate this one), Shenmue, Power Stone 2, Typing of the Dead and Rez.

I think Super Puzzle Fighter was released in Japan.
ubersaurus and Ze_ro covered most of the games I'd recommend, but I'll say once more in large type:
Space Channel 5!!! (and SC5 pt2, but that's Jap only aswell).
Apparantly it's a love it-or-hate it game, but ignore anyone who says they hate it. They're just too repressed to express their true love for it ;)
oh, and Shenmue II (Jap/Europe only) is a large improvement over the first, but you'll need to play both really.

Yeah, but at least it leaves you wanting more, rather than outstaying it's welcome. And there's always the sequel...
(sorry, I'm just an unashamed Ulala fanboy ;) )

Don't forget... the DC is the easiest console in recent history to coax into playing imports... just download a Utopia boot disk, burn a cd, pop it in your DC, then get ready to play imports! No chips oor carts needed.
Here's a review of Border Down...

You specifically asked about the differences in the Power Stone games, and having given both of those a good chunk of playtime (beat the first with every character, played a good bit of the second), I think I can answer that :D.
Basically if you're going to be playing by yourself, stick with Power Stone, it's a much more solid game in my opinion and at least in my experience seems to control better. If you're going to be playing 2-4 players (or want a cooperative mode) get 2, as it has more characters, more modes and some minigames. I'm not sure about 2 but the first also had a few downloadable minigames for your VMU that were decent fun for a few minutes. I prefer the first over the second, but the second is for the most part worth it only for multiplayer purposes (the new characters SUCK!).
Also, I recommend the following:
Sword of the Berserk: Gut's Rage - fun little anime-based hack'n'slash.
Bangai-O - nice treasure shmup with a very odd storyline
Jet Grind Radio - a rare breath of fresh air, also better than its' sequel
Toy Commander - a little difficult but a unique mission-based (and multiplayer) game.
Virtua Tennis - best tennis game ever made (excluding Top Spin, which I haven't played)
Cannon Spike - a nice little Capcom fan-service game that's basically a short but difficult overhead shooter.
Record of Lodoss War - Diablo-esque quest game. Think Baldur's Gate: Dark Alliance but much longer.
A few of those are uncommon but the only "rare" would probably be RoLW which supposedly had a low print run (but I've seen two copies around here locally lately, which indicates that the low print run may have been nothing more than a rumor). Good luck and have fun!

Shenmue II is good... but I'd recommend you get the first one to see if you like it before you consider part two. There are a lot of people who aren't into these kinds of games, so blindly importing this before you know what you're getting into could be a big mistake.

www.dcemulation is where you will find the Utopia Boot download, as well as other various and sundry goodies. So easy to run Japanese games, and the few PAL games I've tried, too, like Evil Twin and Headhunter

If you don't have a gamecube, try SKies of Arcadia and also Grandia 2. If you like RPG's, these two games alone should bring you plenty of happiness for some time. I still can't believe no Panzer Dragoon game was made for the DC. THAT IS A CRIME!!!!
