Made by Tiger, it's a handheld quiz game made in 1993. There are numerous cartridges you can plug into the back, and each cart seems to have 1001 questions. These are the five carts I have:

Monster Mania
Hollywood Stars
It uses 3 AA batteries (not included), and you can see scans here:
