I don't know much about this game, but I am a fan of all the Mario games. Does this game have new levels on it, in the auction it say's "Lost Level"?

This should be a pirate cart of Super Mario Bros 2 jp (aka The Lost Levels) I think: the label is really similar to the one of the japanese pirate cart version

Frequently pirates use eproms. The strange thing is that the board is not made for a japanese cart.

nicola is right. i've seen smb2js dumped on famicom carts, as well as nes carts. the only true, legit smb2j is the fds one.
