why can a gba play imported games but my consoles need a mod chip? Its not really important, its just a question that been bugging me.

Because GBA games don't have any region protection associated with them (either physical chip wise, or code wise within the games).
Most (if not all) Handhelds lack Region Protection, the best explanation I've heard yet is that all the gaming companies simply don't fear imports because the target audience usually doesn't import games.

Same with DVDs. All it does is slowdown the few people that import. Almost everyone that wants to do it finds a way.

also, as nintendo designed the original gb and all of its brothers as traveling companions, being able to hop on a plane with your system and pick up games wherever you went was one of the reasons it became so damn popular. imagine trying to lug your xbox through the airport and check it in as a carry on bag just to play halo 37,000 feet in the air... @_@
the turbo express won't play japanese hucards, btw- you'll need an expensive kisado convertor or a pc engine gt. then again, those hucards also fit in the home system, so that explains that, lol...
