Alright, I had 2 broken Saturn consoles. One would not power on, and the other would power up but never spin the disc. Naturally I combined these, and I still can't get the disc to spin. It seem pretty unlikely taht both laser assemblies are broken. Does anyone know what else I should look for?

You probably already did this but :
Did you make sure to trade all the ribbon wires , power wires ,etc from the no power units cd .
The messed up cd on the other unit may have been a messed up wire ?
Just a thought.

Also there is probably a fuse on the Motherboard that powers the cd-drive.
If you used the same MB that was hooked to the "bad cd drive" it could just be a bad fuse.
It's probably just a black square fuse on the MB . Check for it near where the power wire from the cd motor hooks to the MB.
Use a multimeter and check to see if it's closed (like a short). If it's closed it's fine , if it's open (no short) then it's blown and needs to be replaced.

WEll, I have no multimeter, but I'll take a closer look when I get home. What I actually did was just move the power board from one un it to the other, so All I had to do was snap it into place and connect one connector. The power board that was faulty was actually cracked somehow. I'll take a closer look tonight.
